Group decries Bush's law interpretations

You know, I seem to remember something from high school civics class about Congress making the law and the Executive implementing them... and that was Nixon's first term, the original "Imperial Presidency". I remember how that Administration came apart,. and I marvel that this one has held together as long as it has.

AP - President Bush's penchant for writing exceptions to laws he has just signed violates the Constitution, an American Bar Association task force says in a report highly critical of the practice.
