To the best of my knowledge, "space" in this context includes all of the universe outside the atmosphere of the Earth. It's pretty big. Kinda like the oceans were perceived in the early part of the 19th century.

Does anyone in Washington read or remember history? Remember when the British Parliament declared their right to restrict shipping in international waters, going so far as to board any vessel they chose and remove crew members they deemed British citizens, impressing them into British Naval service?

Somebody went to war over that. Against the Brits. And fought them to a draw, forcing a change in their policy.

Mr. Bush needs to be reminded that he was elected President of the United States, not George IV.

President Bush has signed a new National Space Policy which claims the U.S. has a right to deny access to space to anyone "hostile to U.S. interests," the Washington Post reports.
