Firm tied to salmonella ran unlicensed Texas plant

OK here's the gist of the situation: the uninspected, unlicensed plant in Texas was completely free of salmonella. The fully licensed, completely inspected plant in Georgia was not, and has led to one of the largest product recalls in American history.

Obviously, government inspection and licensing prevents salmonella outbreaks. Therefore we must have more licensing and stricter inspections.

What am I missing? Hope none of the sarcasm dripped onto your keyboard...
